8 to 12 color printing help

I am trying to improve the color reproduction on white cotton shirts presently done in 4 color process and am advised by the artist of my work that 12 color is the way to go. My screen printer can do 8 colors. My basic questions are: who is the best person to make the decision on what color tones will be amplified? The screen printer or the person doing the color separations? And is 8 likely to be enough for art which has a lot of blending from one color tone to another or should I shoot for a printer who can do 12? Your assistance for someone new to screen printing is appreciated.

so try to only consult the person who scane and separation at computriesed
lab is ok for this
