UV ink good?

I use UV ink (for metal) to print over steel sheets painted by flexography technology. Now, I am having troubles with UV ink (specificaly with yellow color), after the ink if transfer to the steel sheet the ink lost homogenity, gain an apparience of points (atomized). I work with the paint provider to make changes in the paint and the problem stay.

Is the UV ink bad?.
How do I do to know when an UV ink is bad before use it?.
